When the previous shogun died under rather mysterious circumstances, Kujo was thrust into the position. With the aid of his advisers, Yiru and Shou, he is working to foster a better relationship with the rebels who fight against him.
Shou, a demon who has given up his powers, leads the military side of the country. He also leads the primary force against the rebels, hoping to use stealth and spying to gain a tactical advantage over them should an all-out war break out. Yiru, a Shad'r, works as secretary to the shogun. She essentially acted as ruler until Kujo was able to figure out what he was doing.
Portals were discovered that led to other worlds. Under Yiru's guidance, scientists were able to learn how to control these portals. After much work, these portals were opened to the public. After these portals opened, the rebels became even more angry, their numbers increasing along with their anger. So far, there have been riots and protests (turning into riots), but there have been no out-right declarations of war.
